St Helens began as a small settlement in the township of Windle many hundreds of years ago. By the 18th century, it had become synonymous with the wider area.

This was cemented in 1838 when it was formally made responsible for the administration of the four townships of Eccleston, Parr, Sutton and Windle. During the Industrial Revolution, it became known for coal mining and glassmaking.
